LeapThought's FULCRUMHQ platform has been certified by JTC’s Integrated Digital Delivery Technology Alliance (IDDTA) for Digital Precast and Logistics Tracking, and will be listed as an approved solution, written directly into tender specifications across JTC and Centex projects.

The award was presented at ConTech @ Punggol Digital District on July 17, 2026, an event JTC co-organized with Singapore's Building and Construction Authority to convene leaders from JTC, HDB, LTA, and the Ministry of Manpower around a shared roadmap for robotics, automation, and integrated digital delivery. LeapThought's Founder, Chairman and CEO Ratnakar Garikipati, and General Manager for Asia Budi Susanto, were presented the award by National Development Minister Chee Hong Tat, alongside JTC CEO Jacqueline Poh and BCA CEO Derek Tan.

That certification builds on a long-standing engagement with JTC, which entrusted FULCRUMHQ to power OPTIMUS, its Connected Data Environment. FULCRUMHQ connects design, delivery, and asset management processes across more than 80 percent of Singapore's industrial land, spanning industrial parks, innovation districts, biomedical and technology hubs, and mixed-use smart estates nationwide, running enterprise-wide across every active development, engineering, and asset management division at JTC, across more than 180 projects.

For organizations delivering industrialized construction in Singapore, this changes how the next generation of projects will be evaluated and specified. For those operating elsewhere, it's worth noting that JTC's IDD framework has become the reference point other governments and asset owners are increasingly measuring their own digital delivery standards against.

The governance gap in industrialized construction

Industrialized construction (precast, modular, Design for Manufacturing and Assembly, or DfMA) has scaled rapidly on the physical side. The supply chain has matured. The digital layer governing it largely has not.

Components move through design, fabrication, logistics, and site installation without a single system of record connecting them: spreadsheets, standalone ERP modules, site applications disconnected from the design model. The result isn't just inefficiency, it's a governance gap: a traceability failure that surfaces as rework, coordination breakdowns, and accountability disputes at exactly the moments that matter most to project leadership.

JTC recognized this as a structural risk to national infrastructure delivery, not a project-level inconvenience, and set a standard to close it. The IDDTA framework defines what certified digital delivery for industrialized construction looks like, and what a platform must demonstrate to be written into project specifications

From fragmented tracking to a governed lifecycle

This is the gap FULCRUMHQ was built to close, and it reflects how the platform is best understood: not as another point solution for tracking precast, but as the connective layer that governs design coordination, production, logistics, and site delivery within a single environment.

Every component carries a digital record from casting bed to final installation (element ID, production status, delivery sequence, installation confirmation) tied to the same model objects that exist in OPTIMUS. Design changes trigger automated checks across affected elements. Production schedules update against live logistics constraints. Site leadership sees accurate delivery sequencing. Project executives get a current, reliable picture of where a program stands, rather than a version of events reconstructed from disconnected spreadsheets after the fact.

Industrial AI operates across these workflows, surfacing patterns and flagging schedule drift so delivery teams move from reactive coordination to model-driven decision-making, with the underlying data remaining inside a controlled, owner-governed environment throughout. That distinction matters increasingly to public agencies and asset owners: this is not simply a privacy feature, it is an architectural commitment to data sovereignty, an assurance that the information governing a national infrastructure program stays within the owner's control.

Proven well beyond a single portfolio

The operational maturity JTC has stress-tested over the past two years, across 180+ projects and some of its most complex smart estates, is not an isolated deployment. FULCRUMHQ today supports more than $300B in infrastructure value globally, and the architecture, workflows, and integration patterns underpinning the IDDTA certification are the same ones already running at that scale.

For organizations delivering in Singapore, that translates directly into reduced adoption risk: the platform isn't being configured for a new environment, it's already operating at the center of one of the country's most demanding portfolios. For organizations delivering elsewhere, the same architecture, proven under one of the most rigorous digital delivery mandates in the world, is already governing infrastructure programs well beyond this market.

What this means for delivery leadership

Whether the mandate is managing precast supply chains, coordinating DfMA logistics across contractors, or aligning agency operations with a national digital delivery standard, IDDTA certification reshapes how procurement and delivery decisions get made from here forward.

The platform behind that certification isn't Singapore-specific. It is the same capability, proven under national-standard scrutiny, available to any organization ready to govern its delivery programs rather than simply track them.
